Chula Vista Bayfront Master Plan Visual Assessment
The visual impact assessment technical study evaluates the visual and aesthetic impacts of various components of the Chula Vista Bayfront Master Plan, including elements proposed in the project that have the potential for changing the visual environment. Such elements include the proposed construction of residential, hotel, retail, civic, and office buildings, as well as the possible relocation or renovation of existing power utilities, the extension of existing roads, the creation of new roads and pedestrian thoroughfares, and the establishment or reconfiguration of public and private open space. The study identifies the existing visual character of the study area, determines the visibility of project elements, and quantifies the potential viewers who would see these elements. The study also analyzes visual impacts and describes the considerations given to design quality in planning various project components and mitigations.
